Rep. Delay is the chickenhawk who evaded the Vietnam war be claiming he
tried to enlist but there were too many minorities ahead of him, so he was
turned down. The above is very intertaining and very true. Please watch

A Shield Against Weapons of Mass Destruction
The best offense is a good defense. People can dicker over
this strategy in football, but not in the international nuclear
balance of power. The bipartisan Weldon-Spratt National
Missile Defense bill being reintroduced today is imperative
for the further security of the United States. Most
Americans cannot believe the United States is incapable of
stopping even a single warhead launched at it. One recent
nationwide poll found that an overwhelming 73 percent of
Americans did not know that their government lacked the
capability to defend a ballistic missile strike launched on the
United States.
. . . . The Clinton administration`s "3 Plus 3 Plan" is a hollow
egg. Not only has the administration under-funded its own
program and put it drastically behind schedule, but its very
design puts protection more than six years away, with
minimum three-year mandates for research and
decision-making.
. . . . President Clinton likes to try to govern with words
only. After years of inattention and stalling, he promises
money for his low-priority program, but does not back his
word with any further commitment. Congress is ready to
move forward with a deployment strategy immediately. It is
no longer a question of if, but when it should be done.
. . . . The cost of deployment would amount to as little as 1
percent of the total defense budget. A suitable system
could be in place for far less than what the American
taxpayers have already spent on the peacekeeping mission
in Bosnia. The most relevant question asks the costs of not
defending ourselves. The present and future proliferation of
nuclear capability by rogue terrorist states necessitates the
end to the current Clintonian era of complacency.
. . . . There are more than 20 Third World countries that
have development programs for weapons of mass
destruction. Iran, Iraq, Syria, Libya, and North Korea are
among the nations scrambling to join the nuclear fraternity.
. . . . Chinese nuclear capability is growing in size, range
and sophistication and Russian instability is a worsening
danger. China increased the number of long-range missiles it
has aimed at the United States by 44 percent last year
while Russia still has over 6,000 operational warheads.
. . . . Have those opposed to national missile defense
forgotten about the real danger facing America today? In
1995, Russia almost launched an accidental strike against
the United States and a high level Chinese military official
threatened in 1996 to hit Los Angeles. The bipartisan
Rumsfeld Commission has also determined that our
intelligence services may have little or no warning before
other nations realize nuclear capability.
. . . . The best way to win a nuclear war is to make sure it
never happens. A strong message is sent by American
missile defense policy. The system itself will protect the
nation from unexpected attack and propound to other
nations that their missile programs are a waste of
resources. Adequate funding and technological commitment
by the United States make comparably meager programs by
our enemies ineffectual.
. . . . In his first address to Congress 209 years ago,
President Washington stated that to be prepared for war is
one of the most effectual means of preserving the peace.
Without a doubt, the bipartisan national missile defense
program proposed by Rep. John Spratt Jr., South Carolina
Democrat, and Curt Weldon, Pennsylvania Republican, is the
right course to take. Crossing our fingers and hoping
nothing happens is not. We must move forward with missile
defense now.
