DANGER LIST HAS 70,000 READY TO STRIKE AT U.S.

September 23, 2002 -- WASHINGTON - There are at
least 70,000 dangerous hijackers, car bombers, assassins,
and hostage-takers known to U.S. authorities - a global
threat that's growing at a startling rate, a new report says.

Authorities say they are adding as many as 2,000 names a
month to the list of thugs, following years in which the list
languished and was not shared among government
agencies.

Moreover, there's an estimated 6 million people listed on a
separate, larger database of people who are meant to be
"inadmissible" to the United States - and who in the past
have slipped in anyway.

"There are some 70,000 terrorists, we think, out there
now, many in this country unfortunately. We have to deal
with that," said Rep. Porter Goss (R-Fla.), who appeared
yesterday on "Fox News Sunday."

Those startling statistics about worldwide terror makers are
included in an overlooked section of a congressional report
released Friday but mostly ignored amid other disclosures.

Two reports were delivered to the public last Wednesday
and Friday, marking the first formal review of the U.S.
government's knowledge of terror mastermind Osama bin
Laden.

In her testimony to Senate and House investigators,
Eleanor Hill, director of the joint intelligence committee and
author of both reports, said the TIPOFF list of suspected
bad guys has at least 70,000 names on it.

These are people that pose an immediate threat, based on
classified records assembled by spy agencies.

Any name on the TIPOFF list is meant to be shared with
U.S. Customs and other agencies to make sure the
individuals are kept out of the country where they can do
American citizens harm.

Although the threshold for being added to the list is low,
much of the information is still not being shared. In fact, the
State Department has complained that it sought access to
TIPOFF records for 10 years and was denied.

The focus on using a database to keep people from coming
into the United States grew out of the 1993 World Trade
Center bombing, when Sheik Omar Abdel Rahman entered
the country even though he was supposed to be ineligible
for admission.

Since 9/11, authorities have seen a 455 percent increase in
the number of names added to the TIPOFF database.

In just three months after the 9/11 terror attacks, 4,251
names were added to the TIPOFF list, the report said.

Authorities worry that many of the people identified on
watch lists may already be in the U.S. and some of them
could be preparing to launch more "spectacular" attacks on
domestic targets.

Hill's report said many of bin Laden's "holy" warriors may
have already set up front companies or other alternate
identities in the United States and are awaiting orders for a
strike.
