A former FBI agent who was an executive at the fraud unit of Empire Blue Cross and Blue
Shield called two co-workers into his office Monday morning, shot them to death and then
killed himself, a source told The Associated Press.

The apparent shooter, identified as a Blue Cross vice president, was formerly an agent at
the FBI in New Jersey, a federal law enforcement source, speaking on condition of
anonymity, told The Associated Press.

The shooting happened at around 8:20 a.m. at Broadway near 40th Street. The site is a
temporary office leased by Empire Blue Cross and Blue Shield, said Soraya Rodriguez, a
company spokeswoman, who had no further details.

Kerin McCue, a news anchor at WOR-Radio, a tenant in the 25-story building, said
security officials instructed people on each floor to remain where they were.

The front of the building and a stretch of Broadway were blocked off with crime scene
tape, preventing many people from getting to their jobs.

Margarita Pabon said she has worked in the building for three years. "It's scary," she said.
"It's seemed like a safe building."

Another worker, Jennifer Montgomery, said, "I'm concerned about security now. It just
goes to show you anything can happen anywhere."
