Although it's true that India has reason to throw mud on Pakistan, it's also true that ISI was very involved with Afghanistan. The US cultivated that relationship during the decade it used mujahadeen fighters in the war with the USSR to "give them their own Vietnam".

There is an important issue in the 911 timeline that has to be resolved.

To correct the record somewhat, Ahmad didn't do the actual wiring. He instructed someone else to do it.

The general susequently resigned under pressure, but there is no indication he was subjected to criminal charges nor that the US treated it as a serious matter in the "war on terrorism".

This alone raises the question of Pakistan's involvement, but certainly implicates parties in the US.
