It never got traction. Nevertheless, his point doesn't even need the original 13th Amendment if people would just understand. Lawyers have powerful ways to thwart that.On the second point, it wasn't a bill (legislation) but an executive order, which was rescinded immediately after JFK was assassinated. Congress has never taken a serious step toward reclaiming the money system. Though I don't believe the silver certificates were a major factor in the assassination, this example of "don't try to change things, or else" would certainly have a powerful influence against reform.
