On the first point, someone in Florida a couple of years ago did try to run for public office on the basis that all lawyers are members of the judiciary and ineligible for office in the other two branches. It never got traction. Nevertheless, his point doesn't even need the original 13th Amendment if people would just understand. Lawyers have powerful ways to thwart that.

On the second point, it wasn't a bill (legislation) but an executive order, which was rescinded immediately after JFK was assassinated. Congress has never taken a serious step toward reclaiming the money system. Though I don't believe the silver certificates were a major factor in the assassination, this example of "don't try to change things, or else" would certainly have a powerful influence against reform.
