This was despite an economic downturn, and is an indication of the importance given to security in the country. The economy is now recovering as rising oil prices stimulate the market generally. Some government and quasi-government projects previously put on hold are being reinstated and expansion plans are going ahead. The private sector is becoming more receptive to industrial security, and imports are expected to continue increasing by 7% per annum over the next two years. After 2001 the market is likely to peak as many major projects reach completion. The government is starting to focus on new areas of vulnerability. Stricter security standards are to be introduced into parts of the private sector such as industry, factories and jewelry shops. Banks must comply with heightened security requirements distributed by the Saudi Arabian Monetary Agency (SAMA). Central Monitoring Systems are to be introduced into the country shortly. The weak economy has resulted in increased crime - industrial, corporate and general public, and this is an expanding area for security development. The government privatization program, with phase one expected to take place over a three-year period, will dramatically improve prospects for security imports. The oil industry, using predominantly American products, is the major non-military end-user of security equipment. American products, seen as top of the market, hold an approximate 68% market share. However, European suppliers are making inroads, particularly in the private sector. Cost cutting is still at the forefront of everyone’s budget, and American companies must be aggressive in order to retain their market share. Although the recession is easing, the Saudi economy relies heavily on the price of oil, which can fluctuate rapidly. Although some budgets are being expanded, the economy remains enough of a concern for those who previously tightened the budget belt to still keep a hand firmly on the buckle.
