Part of the "democracy act" specificies "An initiative shall comprise a Title". Ubiquitous and therefore "under the radar", but....

that is quite revealing, for anyone who considers the significance of "title".

Other parts of the act are indicative of the non-constitutional mindset. Particularly those which are not part of the actual States.

It took a long time to put it into place, and the non-States are not at fault. But that is no reason to pursue this folly further.
