But the report of the Senate and House intelligence committees suggests that the FBI, CIA and military intelligence had information that al-Qaida was preparing to do just that.The failure to connect the dots resulted from the failure to lay them all before any one person who might have been able to see the connections. Warnings went unheeded, leads unpursued, suspects unshadowed. It is at least conceivable that if our intelligence agencies had been more on the ball, less concerned with interagency politics and covering their posteriors, and, this is the key, answerable to a central authority -- a recommendation of the committees that should be implemented at once -- an investigation could have led the cops and spies to the hijackers before they boarded the airplanes.But as bad as its work was, the intelligence community cannot be made to take all the blame. There is ample evidence that both presidents Clinton and Bush saw the reports from 1998 to 2001 that indicated al-Qaida was planning a major attack in the United States, yet neither saw it as the incipient national emergency it has since proved to be. That must be why the White House refused to tell Congress what intelligence on the al-Qaida threat President Bush saw before 9/11 and what, if any, response he made. It makes the implausible claim that the president's reaction to facts that are now widely known is top-secret information.One classified document that promises great interest is the President's Daily Briefing of Aug. 6, 2001, which the congressional report says discusses "FBI judgments about patterns of activity consistent with preparations for hijackings or other types of attacks." An entire section of the report, dealing with "foreign support" for the hijackers, has been classified as well, though one uncensored CIA memo concluded that there was "incontrovertible evidence" that Saudi citizens bankrolled al-Qaida operatives in the U.S. Despite voluminous evidence of Saudi Arabian money going to terrorist groups all over the world and its government's lack of cooperation with American intelligence, the administration refuses to call the untouchable Saudis to account.The congressional report on 9/11 is not a whitewash, as some anticipated. It is clear the committees made an honest attempt to get at the truth and were stymied by the administration. It should serve as a starting point for the 9/11 independent commission, the work of investigative journalists and the lawsuits against the government that will surely be filed by the victims' heirs.
