Both Communism and Facism are totalitarian systems, equally repressive and intollerant of dissent, they both command absolute loyalty to the revolution(communism) or the state(facism). Both only tolerate religion at best, communists didn't at one time but do now. Both advocate heavy government controll over the means of producton, but, not necessarily ownership. The Chinese who are the leading communists in the world now allow some pretty substancial private ownership of the means of production.

The old definition of communism is no longer relevant in today's world. Communism has changed as Orwell predicted it would in his book Animal Farm. For all intents and purposes modern communism can be now called facism. And facism and communism really never differed by much, even in their heyday, when Hitler and Stalin were bashing it out on the Eastern Front.

You could call Bush either one as far as I'm concerned and be correct. The name you choose tends to say more about you than it does about him. That's why I like to use the term "communist". It implies the writer is of a conservative bent. The use of the word "facist" is generally preffered among liberal types.
