No "carry permit" is needed to pack your piece concealed

Well, History occurred today here in Alaska, even though such a condition
Should be normalplace in All 50 states.

I went into Wasilla today at 3pm. for the ceremony and watched Gov. Frank
Murkowski sign HB-102 into law, (as well as HB-177 which gave increased
reciprocity with other states, basically honoring all of them).

HB-102 makes Alaska the only state besides Vermont where no "carry permit"
is needed to pack your piece concealed (altho that was "legal" before if
engaged in a lawful outdoor activity). Our current "Carry Permit" System
remains unchanged and Optional for those who want to have Carry Permits for
Reciprocity purposes in other states. I also spoke with Lt. Governor Loren
Leman who was there and he was just as supportive.

A large percentage of folks there were packing, quite a few Condition 1
1911's, and I suppose its rather nice to shake hands and chat with your
Governor with a .45 under your vest, although I did the same with Pat
Buchanan when he was here running for President. Good feeling. Both those
men knew that they were in good hands and that is how our Republic was and
IS meant to be.

I took a few photos and clapped Frank Murkowski (former U.S. Senator; now
our governor) on the back as I shook his hand and said: "well Governor, 2
down, 48 to go". He chuckled a bit when I told him "good job", but he said
that he was glad to sign it but that it was the people did the work.

(BTW, it was interesting that Channel 2 KTUU News who was There ... they
ONLY reported on a welfare fraud bill that he signed into law a bit after
he signed HB-102; there was NO MENTION by the Liberal press of the CCW
bill. No surprise on that I suppose).

I told him "Governor, ya know what I tell people? ... I ask them how would
they feel if they were Required to Take a test, Pay money, Get
fingerprinted, Pass a background check, Have their photo taken, Pass a test
... for the State to "Issue" them a "Permit" (read: "Permission") for them
to have the Right of Free Speech???" He looked at me and said: "Cas,
looks like you got it right". Last time I chatted with him was in Valdez
sometime back but he has a good memory.

We also chatted about Predator control here (hes' a big time Sheep hunter),
and he had already heard of the drugged 750 lb. Grizzly at McGrath 2 days
ago that the Fish & Game chopper couldn't get off the ground with when they
tried to "re-locate" the bear instead of just shooting it as well as the
rest of those killer bears who actually kill more moose and sheep than the
wolves do. (Those bears just return in 2 weeks and kill all the moose
calves anyway, and are doing so as we type here).

Anyway, 2 States down and 48 to go. Not too shabby a day if I do say so
myself.

Keep ur powder dry, and have Lots of powder.

02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
03 * Section 1. AS 11.61.220(f) is amended to read:
04 (f) For purposes of (a)(2) [AND (e)] of this section, a firearm is loaded if the
05 (1) firing chamber, magazine, clip, or cylinder of the firearm contains a
06 cartridge; and
07 (2) chamber, magazine, clip, or cylinder is installed in or on the
08 firearm.
09 * Sec. 2. AS 18.65.748 is amended to read:
10 Sec. 18.65.748. Permit holders from other jurisdictions considered Alaska
11 permit holders. A person holding a valid permit to carry a concealed handgun from
12 another state or a political subdivision of another state is a permittee under
13 AS 18.65.700(b) for purposes of AS 18.65.755 - 18.65.765 [AS 18.65.750 -
14 18.65.765] if the person has not had an application for a concealed handgun permit
15 rejected in this state because the person was unqualified under AS 18.65.705 or had a
01 concealed handgun permit revoked or suspended by this state.
02 * Sec. 3. AS 11.61.220(a)(1), 11.61.220(b), 11.61.220(e), 11.61.220(h); AS 18.65.750,
03 18.65.755(a)(1), and 18.65.770 are repealed.
