The point is well raised, regarding whether the Constitution follows the flag, and the sole point to raise here is that the flag of the "constitutional Government" and the flag of the "federal government" are two entirely different flags. Makes sense, since these are two entirely different entities.

The Constitution won't anywhere be expected to follow the "federal government's" flag.
