President Clinton pardoned Marc Rich even though top Justice Department officials didn't know the full details of the fugitive financier's alleged crimes and his New York prosecutors never were consulted, a congressional panel was told. ``Knowing everything that I know now, I would not have recommended to the president that he grant the pardon,'' former Deputy Attorney General Eric Holder told a House Government Reform Committee hearing Thursday.
