    US senator suggests Clinton could be impeached over pardons

    A veteran US Republican senator suggested Sunday former president Bill
    Clinton could be impeached again in connection with a series of pardons
    and sentence commutations he issued at the end of his term, including
    the controversial pardon of billionaire commodities trader Marc Rich.
    "This may surprise a lot of people and I'm not suggesting that it should
    be done, but Clinton technically could still be impeached," said
    Senator Arlen Specter of Pennsylvania, in an interview with Fox
    television. Specter, a member of the Senate Judiciary Committee, is
    looking into 140 pardons and 36 sentence commutations issued by Clinton
    at the 11th hour of his presidency and is expected to hold a hearing on
    the matter on Wednesday.

    After receiving hundreds of complaints from clients last week, the
    investment house Morgan Stanley Dean Witter has
    apologized for inviting disgraced ex-president Bill Clinton to speak in
    Florida. They sent an e-mail message to investors
    who had complained, Morgan Stanley chairman Phillip J. Purcell

    "I fully understand why you are upset that former President Clinton
    spoke at one of our conferences. We clearly made a mistake. First, the
    decision did not receive the proper review within the firm. And second,
    we should have been far more sensitive to the strong feelings of our
    clients over Mr. Clinton's personal behavior as President. We should
    have thought twice before the speaking invitation was extended. Our
    failure to do so was particularly unfortunate in light of Mr. Clinton's
    actions
    in leaving the White House. Again, thank you for sharing your comments
    with us."

    3. Clinton Library Foundation Director Accused of Witness Tampering

    The director of the William J. Clinton Presidential Foundation, which is
    expected to be the next focus of the House
    Pardongate probe, has been accused of witness tampering by a former
    Clinton bodyguard.

    The foundation, which plans to collect $200 million in tax-deductible
    donations from Clinton intimate Denise Rich and other fat-cat backers,
    is administered by Skip Rutherford - close friend of the ex-president
    who runs an Arkansas-based public relations firm.

    In his 1999 book "Crossfire: Witness in the Clinton Investigation,"
    former Arkansas state trooper and one-time Clinton bodyguard Lawrence
    Douglas Brown charges that Rutherford tried to silence him because of
    what he knew about Clinton's
    personal misconduct and involvement in Whitewater. "Skip was
    glad-handing me as I entered the office as if we
    were old friends," Brown writes.

    "'Want some coffee L.D.?' he asked." Before long, says Brown,
    Rutherford got down to business. "What do they know, L.D.?" he asked,
    referring to reporters who had begun talking to Brown's colleagues about
    Clinton's womanizing.

    "Rutherford wanted a detailed list of the women the media knew about.
    He wrote them all down - Susan McDougal, Gennifer Flowers, Beth Coulsen,
    just about all of them."

    "There were questions about Madison as well," Brown told the Clinton
    Library director, referring to the bank owned by the
    president's Whitewater business partners Jim and Susan McDougal.

    Brown said Rutherford's tone turned ominous after his revelation.

    "L.D., you know you're going to get subpoenaed over this, don't you?
    Now, L.D., you have to lay your head down on the pillow at night,"
    Rutherford continued. "You have to live with yourself." Then came a
    warning, the former Clinton bodyguard says. "And L.D., you wouldn't
    want all your credit card receipts splashed all over the front page of
    the newspapers, now would you?"

    "Intimidation and a threat?" Brown wrote. "You bet. And that's exactly
    what he was trying to get across. I left and was determined then and
    there to tell my story." Despite Rutherford's alleged threat, Brown
    would later tell investigators that Clinton had guilty knowledge of an
    illegal $300,000 SBA loan arranged for Susan McDougal. The former
    Clinton bodyguard also charged that the president knew about an illegal
    drug running operation in Mena, Arkansas.

    When he was subpoenaed by the Senate Whitewater Committee a year
    later, Brown told lead Republican counsel Michael Chertoff about
    Rutherford's attempt to get him not to talk. "Chertoff remarked,
    'That's obstruction of justice,'" Brown writes. On Friday, House
    Pardongate probers said they would have to subpoena the records of the
    William J. Clinton Presidential Foundation since Rutherford refuses to
    voluntarily release them. L.D. Brown guarded the Clintons from 1982
    to 1985.
