Medical personnel and first responders need to identify that an attack occurred. Unfortunately, most hospitals, with overworked and underpaid harried ER personnel, would probably not recognize symptoms of biological or chemical weapons. The first need that we have to address is training and education of first responders, such as EMT, police, fire, etal and ER and lab personnel. These people must recognize that an attack occurred.
