U.S. WARNS IRAQ: WE'LL NUKE YOU

President Bush yesterday warned Saddam Hussein and the world that America is ready to go nuclear if the United States or its allies are attacked with weapons of mass destruction.

"The United States will continue to make clear that it reserves the right to respond with overwhelming force - including through resort to all our options - to use of WMD [weapons of mass destruction] against the United States, our forces abroad and friends and allies," said a new Bush strategy paper.

'In addition to our conventional and nuclear response and defense capabilities, our overall deterrent posture against WMD threats is reinforced by effective intelligence, surveillance, interdiction and domestic law-enforcement capabilities."

The six-page document was released yesterday, as U.S. officials pored over Saddam's declaration of weapons to hunt for falsehoods that could lead to war.

It has been U.S. policy for years to leave open the possibility of using nuclear weapons. But yesterday's release of Bush's "National Strategy to Combat Weapons of Mass Destruction" is clearly seen as being tied to possible military action against Iraq.

The document recalls a warning from Bush's dad to Saddam in January 1991, on the eve of the Gulf War. It came in the form of a letter saying Iraq would pay a "terrible price" if it used chemical or biological weapons.

U.S. officials say they believe that at the time, the Iraqis took the letter as a threat that the United States would use nukes against them if necessary, and the note is credited with being a powerful enough deterrent to have kept Saddam from using any of his weapons of mass death.

The new President Bush has already warned the Iraqi military against using such weapons, saying its leaders would be held accountable as war criminals.

The document is an elaboration of Bush's policy of pre-emption, calling for "capabilities to detect and destroy an adversary's WMD assets before these weapons are used."

One way to do that is to use "active defenses" that "disrupt, disable or destroy WMD en route to their targets" - including use of missile-defense systems, the national strategy says.

It adds, "An effective U.S. response not only will eliminate the source of a WMD attack, but will also have a powerful deterrent effect upon other adversaries that possess or seek WMD or missiles."
