Subject: INS: Mexican Trucks Won't Get U.S. Access for at Least 30 Days

The sad part of this story is that it looks like it is the Teamsters opposing it (which they are) for *union reasons* when it should be the US government opposing it for SECURITY REASONS. I fear this will come across as just a Union opposition issue which I don't believe it is. I can understand the Teamsters not wanting non-union drivers on the road as that means less in dues for them but this issue is MUCH BIGGER than union dues. It concerns smuggling of ILLEGAL INVADERS - ILLEGAL CONTRABAND - which concerns the SECURITY of America. The Border Patrol cannot inspect EVERY truck coming in from Mexico or Canada as the businesses would be screaming bloody murder for any delays in getting goods. **MONEY DRIVES THE ISSUES**

NAFTA was a bad deal and many of us tried to fight it but good ol' Rush Limbaugh led the brainwashing of how great NAFTA would be. That is why I caution folks to be very aware of who pushes what and to not rely on someones *reputation* as the basis for believing in what that party says. Do your own research!!!!

Mexican Trucks Won't Get U.S. Access for at Least 30 Days

By Josh Fineman

San Francisco, Dec. 7 (Bloomberg) -- The Teamsters union and consumer groups will have at least 30 days to try to stop Mexican trucks from driving anywhere in the U.S. under rules authorized last month, an appellate court said yesterday.

The union, joined by Public Citizen and the Environmental Law Foundation, last week asked the Ninth Circuit Court of Appeals to limit trucks from Mexico to a 20 mile (32 kilometer) zone along the border until the U.S. reviews the impact they will have on air quality. The government told the court that it was at least 30 days away from issuing permits to the Mexican trucks.

The North American Free Trade Agreement included a clause that allowed Mexican trucks beyond that zone in 1999. Former President Bill Clinton imposed a moratorium that year after the Teamsters and other groups questioned the vehicles' safety. President George W. Bush authorized letting trucks outside the zone and requiring them to meet all U.S.
safety standards.

``It ensures that nothing is going to happen immediately, which is what we were concerned about,'' Jonathan Weissglass, an attorney for the plaintiffs, said in an interview. ``It's primarily significant because the government agreed that it's not going to be doing anything for a while.'' The court also ordered that the Bush administration inform the appellate court as it takes measures to give Mexican trucks access to U.S. highways, the groups said in a statement.

The plaintiffs have argued that Mexican trucks will increase pollution because they don't have to meet U.S. emissions standards. The same groups sued the department in May in U.S. District Court, claiming that the Bush administration failed to assess the environmental effect of allowing Mexican trucks throughout the U.S.
