History will come to record that The Moment of Truth on the National Mall, culminatingFreedom Drive 2002, marked the place and the moment in the 21st century when the People took a stand against governmental tyranny in America and beganthe process of restoring the Constitution of the United States of America to its rightful place.Key to the restoration of our Constitution is the Peoples’ unalienable right to Petition for Redress of Grievances and our servant government’s obligationto respond.As Bob Schulz detailed in his speechbefore the crowd that day, our Founding Fathers knew that if the People allowed the government to turn a blind eye and a deaf ear to the People’s Petitionsfor Redress of Grievances it would be the final expression of tyranny and despotism in America, the beginning of the end of our Constitutional Republicwith its system of "separate powers’ and checks and balances, the beginning of the end of the Great American Experiment -- government of, by and for thePeople , the beginning of the end of government based on the consent of the People, and the beginning of the end of the most wonderful and powerful expressionof the Creator’s intent for civil government – popular sovereignty and constitutionally guaranteed individual, unalienable rights.If the People rest satisfied, or apparently satisfied, without opposition and discontent, allowing the government to turn a deaf ear to the People’s intelligentand rational Petitions for Redress of Grievances, the People will, in effect, be turning their backs on the Creator and on humanity.Must the People acquiesce? No, of course not. As a free People we were given the ultimate Power in our society. We just have to learn how to use it.Read, learn and inwardly digest the divinely inspired words of the Founding Fathers: "If money is wanted by Rulers who have in any manner oppressed thePeople, they may retain it until their grievances are redressed, and thus peaceably procure relief, without trusting to despised petitions or disturbingthe public tranquility."The founding fathers could hardly have used words more clear when they declared, "the people … may retain [their money] until their grievances are [remedied]."By these words, the founding fathers fully recognized and clearly stated: that the Right of Redress of Grievances includes the right of redress before paymentof taxes, that this right of redress before taxes lies in the hands of the People and that this Right is the People’s non-violent, peaceful means to procuringa remedy to their grievances without having depend on -- or place their trust in -- the government’s willingness to respond to the People’s petitions andwithout having to resort to violence.This very American Right of Redress of Grievances Before Taxes has always been deeply embedded in our law. The time has come to use it.As Bob Schulz reported, citing historical documents from the Revolution, the only practical, peaceful and morally appropriate option available to the People,under our present circumstances, is to withhold the payment of taxes from the government. Without money, the government cannot continue to operate outsidethe boundaries the People have drawn around its power, i.e., it cannot continue its abuse of power.On November 14, 2002 our government refused to respond to the proper and well- researched Petitions for Redress concerning grave matters of freedom andliberty. They chose the line of direction the People must now take. Our mission is now clear.Since November 14, the We The People organization has been preparing THE PLAN for the People to engage the government using strategies and tactics we havenot deployed to this point. The details of the elements of THE PLAN will be posted soon. The situation continues to deteriorate. The country appears to be rushing headlong into debt, dependency and decay. Notably, the judiciary is not the independent, co-equal branch of the government that it was designed to be. Instead, the record shows that when it comes to challenges to governmental behavior, by ordinary, nonaligned citizens, the judiciary is likely to cooperate with the executive and/or legislature in a collective decision, even if that decision denies to the citizens their unalienable rights. To make matters worse, the departure from an essential, fundamental principle in the one instance becomes a precedent for a second, that second for a third and so forth, until, as Jefferson warned, "the bulk of society is reduced to be mere automations of misery…."We have also learned is that when it comes to confronting uncivil and unjust government (as when government steps outside the boundaries drawn around its power by the written constitutions), education of citizens, by citizens, will often be for naught unless that education is coupled with demands on the government by a critical mass of concerned citizens. As Frederick Douglas said in 1849, "Power concedes nothing without a demand. It never did, and it never will. Find out just what the people will submit to and you have found out the exact amount of injustice and wrong which will be imposed upon them; and these will continue until they have resisted with either words, or blows, or by both. The limits of tyrants are prescribed by the endurance of those whom they suppress."The extra-governmental processes available to the general citizenry to help governments at all levels return to a genuine allegiance to the federal and state constitutions and to govern in conformity with their requirements are, basically, popular education and political activism. Under our circumstances, one without the other is of no avail.The need for popular education has at least two causes: first, the failure of the public schools to teach the history, meaning, effect and significance of every provision of the founding documents -- the essential principles; and, second, the need for the citizenry to always be vigilant and conscious about their right to intelligently, professionally and rationally confront unconstitutional and illegal behavior by those wielding governmental power.The need for political activism becomes apparent as we realize that constitutional governance is simply not possible through existing political and governmental processes due in large part to the control and influence the major political parties have over the selection and behavior of our legislators, governors and judges and the influence various special interests and monied institutions have over our political and governmental leaders, creating a virtual impossibility of reform.A citizen-oriented pro-constitution movement in New York State settled upon two organizations, one (a Foundation) to fulfill the need for popular education and the other (a Congress) to fulfill the need for political activism. Both were incorporated on November 24, 1997.
