The hardliners of Eastern Europe are using recent tragedy in Russia to attack the very few liberties and democratic institutions that are left. President Lukashenka on the wave of terrorism scare announced referendum to change Constitution of the Republic of Belarus and remove a maximum of two terms for Presidency and 5-year term duration. The dictatorship in Belarus - opposition leaders disappearings and arrests, arrests and beatings of peaceful demonstrations, prosecution of not only opposition leaders, but their family members and employers, persecution and closure of NGOs and independent press (6 independent newspapers were suspended only last month) - all of this will assure his presidency in Belarus for life.

Since Aliaksandr Lukasenka (Alyaksandr Lukashenka) became President, he has thus eliminated all characteristics of a constitutional state, from the national symbols to the Constitution and the popularly elected parliament. Therefore it is difficult to describe the "Law" of Belarus today. Existing rules and laws are ignored by the government and constantly violated, so we must say that there are no basic rules which could constitute the foundations of Belarusian law. Any law or rule can at any time be created, changed and violated by the chief, the only ruler.
