This is an open letter from many of your DynCorp employees in Kuwait on the F/A-18 contract. If you care about your employees and the future of this contract, we would like to request a private meeting in Kuwait with you as soon as possible.
We all fed up with with Mr. Robert Hahn. DynCorp may win the new contract but you will not man it up if you do not get rid of Mr. Robert Hahn. We will not put up with the “Status Quo” any longer. This man has intimated, threatened, harassed and lied to us all, long enough. If he acted this way on any US based contract your company would be the target of multiple lawsuits. He has also misled the KAF and US government contract representatives on the overall condition of their Air Force to ensure that DynCorp meet the mission capable percentages required of the current contract. He acts like this in Kuwait because he knows he is “God” and we have no recourse against him. We can not bring any complaints about the contract or working conditions to him without the threat of being fired. He favorite saying is: “If you don’t like it just give me your passport and I will send you home.” When he recently found out that many DynCorp employees had been contacted by the Kay-Boeing team he threatened them directly in the morning maintenance meeting. He implied that he might not give these people what they are entitled to in their contracts, because they were not loyal to him. He has done absolutely nothing for us in the last 8 years, so why would any of us be loyal to him!!!!! I dare you to find a single employee who likes or respects him as a site manager or much less a person. He cares more about his golf course project than us. We all know he has spent company time and used the APO mailing privileges for his golf course project. He also has come to work with the smell of alcohol on his breath, yet he preached to us after a DynCorp employee was arrested on drug charges, “To either clean up or clear out.” We all have many grievances against him and they are too numerous to do justice to in this email. We all believe DynCorp is a good company but “Robert Hahn’s” DynCorp is not what we all expect from a company with such a good and long history in the Defense industry. We all have had to sign many forms from DynCorp about ethics and other workplace related matters. Did Robert Hahn also have to sign and abide by those promises? Many of us have invested many years of our lives with DynCorp, and without people like us there would not be a DynCorp. We all hope that you will accept our invitation to meet privately with us in Kuwait.

Mr. Robert Hahn’s task description under US Navy contract N00140-00-C-D500 is the F/A-18 Site Manager. The location of his position is AAJB Air Base. Several years ago he was also promoted to the additional position of Director of Middle East Operations for DynCorp. This is a company position not a position under any US government contract. As the DynCorp F/A-18 Site Manager on US Navy contract N00140-00-C-D500 he is required to initial a daily muster sheet(time sheet) and record the number of hours worked each day in support of US Navy contract N00140-00-C-D500 (just like every other employee). This form is required to be signed every day when you report to work. Every 2 weeks these muster sheets are collected and signed by the section leadman/supervisor and then forwarded to a program manager (either William Wright wrightw@dyncorp.qualitynet.net or Robert Brown brownr@dyncorp.qualitynet.net ) who then verifies the information is correct and signs the form. These forms are then used by DynCorp office personnel to prepare U.S. Government Certificates of Services which are signed by the individual employees every 2 weeks at work on Sunday. After these forms are signed by the individual employee they are then submitted to the US Navy. Our work week is Saturday to Wednesday for day shift and Friday to Tuesday for night shift. Since Robert Hahn does not show up to AAJB everyday for work (he reports for work 2-3 times a week instead of the required 5), his muster sheet is not signed daily as it is required to be under the requirements of US Navy contract N00140-00-C-D500. However at the end of each 2 week period his muster sheet is always signed for the required number of work days. This can be verified by numerous DynCorp employees (All of the supervisors report for a daily maintenance meeting at 7 AM) and Kuwait Air Force personnel who work in the Maintenance Control section at AAJB. This section is where the muster sheet that contains the names of the DynCorp management personnel (Robert Hahn, William Wright and Robert Brown) is maintained. This has been brought to the attention of DynCorp program managers William Wright wrightw@dyncorp.qualitynet.net and Robert Brown brownr@dyncorp.qualitynet.net and we have been told it is none of our business. We have been told that Robert Hahn is a very busy man because he has additional responsibilities as Director of Middle East Operations for DynCorp so he is not able to report for work at AAJB everyday to sign his muster sheet(Like every other employee is required to do under the requirements of US Navy contract N00140-00-C-D500). Therefore, Robert Hahn and DynCorp are submitting falsified official US government documents to the US Navy. So DynCorp is billing the US Navy for hours that Robert Hahn did not provide the required services under US Navy contract N00140-00-C-D500 because he is busy with other company matters as Director of Middle East Operations for DynCorp.

Historically Winokur's Capricorn Holdings was used as an investment vehicle
in NHP, an apartment management firm headed by Roderick Heller III.
In turn, NHP's assets included oft-purloined and defaulted HUD Section 8
subsidy housing, a notorious and well-known vehicle for fraud and money
laundering.
Winokur was also on the Board of Directors of Harvard Endowment Fund,
which purchased 50 percent of NHP, making the prestigious Harvard a
prototypical, but very low-profile, slum landlord. (See Bushwhacked:

It should also be noted that George Bush Jr. attended Harvard Business
School. Later, after Bush joined Harken Energy Corp and became a director,
the largest stock position and seat on the board was acquired by Harvard

Ironically, from 1988 to 1997, Winokur was also the Chairman and CEO of
DynCorp, one of the government's largest contractors in data acquisition
and management.
Since DynCorp had a contract from the Department of Justice, Winokur
would have profited from the DoJ Asset Seizure Program, as well as HUD's
Operation Safe Home seizures which targeted low-income tenants and
mortgage holders in the inner cities.
In addition DynCorp is one of the lead contractors for the new phony War
on Drugs in South America called "Plan Colombia," another tax-payer
supported scam to bring monies into DynCorp's coffers.
Now there's a guy who understands that the only way to do a deal is to
get it rigged from the very beginning.
