CONGRESS HAS FAILED ON IRAQ/NATIONAL SECURITY

This Republican Congress has failed the American people. On every front, from Iraq to energy to Social Security, Republicans have sided with the Bush Administration special interest agenda, instead of working for the American people. And now the American people are paying a steep price for the Rubber Stamp Republican Congress: rising drug cost, rising energy prices, and billions in taxpayers' dollars wasted in Iraq on no-bid contracts for Bush Administration cronies like Halliburton.

That is why Democrats are offering a New Direction of America. It is time for a Congress that holds the Bush Administration accountable and delivers for the American people, not one that simply rubberstamps the policies of President Bush.

GOP CONGRESS HAS FAILED ON IRAQ/NATIONAL SECURITY

America has been at war in Iraq since 2003, and thousands of Americans have lost their lives and limbs in the conflict. According to news reports, the President's own intelligence agencies are raising questions about whether the Administration's actions are hindering national security. The new National Intelligence Estimate reportedly tells us that Republicans' willingness to "stay the course," as the Administration proposes, is making our nation more dangerous and promoting terrorism. Yet, the Rubber Stamp Republican Congress has failed to conduct effective oversight before the war, and is failing again now. Congress is a co-equal branch of government and must provide aggressive and independent oversight on behalf of the American people

The United States has allocated $50 billion to private contractors for reconstruction and rebuilding efforts in Iraq since the beginning of the war. More than $17 billion has been squandered on no-bid contracts for Halliburton. These contracts have resulted in the misuse of hundreds of millions of taxpayer dollars - billions have been stolen or lost. But Republicans in Congress have failed time and again to investigate this waste, fraud and abuse. This Republican Congress has simply refused to investigate an Executive Branch controlled by the same party.

No legislation fully implementing the 9/11 Commission's recommendations. Five years after 9/11, our nation is not as safe as it should be. The Bush Administration and the Rubber Stamp Republicans have failed to do an adequate job at protecting Americans at home and abroad. Glaring deficiencies exist in our homeland security - as evident in the federal government's response to natural disasters such as Hurricane Katrina, and the failure to secure our ports and airports. The bipartisan, independent 9/11 Commission - in its final report card - gave the Administration and Congress 5 F's and 12 D's on homeland security. Despite these urgent recommendations, the Bush Administration and the Republican Congress have failed to pass or implement all of the recommendations for homeland security of the independent and bipartisan 9/11 Commission.

REPUBLICAN CONGRESS HAS FAILED ON JOBS/ WAGES

No Minimum Wage Increase. Republicans in Congress have rejected raising the minimum wage to increase the paychecks of 7.5 million workers at a time of stagnating wages. The minimum wage is at an historically low level in terms of purchasing power. Hard working families are suffering because the Republican Rubberstamp Congress has refused to raise the minimum wage for nine years while voting themselves a $31,600 pay raise. Now Republicans are playing politics with a pay raise for millions of Americans, killing a minimum wage increase by attaching tax cuts for the wealthiest..

GOP CONGRESS HAS FAILED ON HEALTH CARE

No Medicare negotiating authority bill enacted. The Republican and the Bush Administration worked hand in hand to develop a prescription drug bill that benefits drug companies and HMOs instead of seniors and people with disabilities. This bill was written by a GOP committee chairman who was negotiating a multi-million dollar job with the drug industry's lobby, and passed after Republicans held the vote open for nearly three hours, as they offered bribes for votes. Because it was written to meet the interests of drug companies and HMOs, the GOP drug plan is unnecessarily complicated and confusing, and actually bans the federal government negotiating for lower drug prices. Under the flawed Medicare Prescription Drug Benefit, millions of seniors and people with disabilities are falling into the "Donut Hole", which requires them to continue to pay premiums and incur thousands of dollars in costs while receiving no benefits.

CHENEY TASK FORCE ENERGY BILL

Subsidies for energy companies, instead of energy independence. Energy independence is a national security issue. The 2005 Republican energy law was written in secret by the Cheney Task Force and big oil and energy lobbyists, gives billions in special-interest giveaways to oil and gas companies that are enjoying record profits. The Wall Street Journal called it a "felony" that "will raise gasoline prices in more places than it reduces them." After collecting millions in the 2004 elections from the oil and gas industry, Republicans added billions of dollars in new taxpayer subsidies, while blocking tough anti-price gouging laws to protect consumers paying soaring prices at the pump and worsening U.S. dependence on foreign oil.

FAILED ON RETIREMENT SECURITY

Social Security benefit cuts will return in 2007 in a Republican Congress. The Republicans' top priority for 2005 was President Bush's Social Security privatization scheme to slash benefits for the middle class, dismantle Social Security, and increase the debt. A unified Democratic Caucus fought the privatization scheme and protected Social Security's guaranteed benefit. The President's budget and his budget update in 2006 included Social Security privatization, and the Bush Administration and congressional Republicans plan to return to Social Security after the 2006 election . "President George W. Bush hopes to revive his plan to overhaul the U.S. Social Security retirement program if his Republican party keeps control of the Congress in the November midterm elections, the Wall Street Journal reported on Saturday." FAILURE TO MAKE COLLEGE AFFORDABLE

No end to the raid on student aid. Students returning to college continue to confront skyrocketing tuition costs, and yet the Republican Congress recently cut $12 billion in student aid -- making college even less affordable for millions of American families. Under Republican Leadership, interest rates on new college loans for students and parents have jumped by almost 2 percentage points. While the average annual tuition and fees at a 4-year public college has increased by 57 percent, the Republican Congress has frozen the maximum Pell Grant at $4,050 for four straight years, following the proposals of President Bush.
