Cheney took over control of America's war games in May, 2001. Multiple war games involving scenarios of hijacked airliners were running on 9-11-01. Most of US fighter-responders were sent away from the NYC-DC area.

Cheney took over control of American air defense responses in June, 2001. He was in operational control of air defense on 9-11. Secretary of Transportation Norman Mineta's testimony before the 9-11 Commission reported he witnessed Cheney repeatedly telling an Air Force officer that "the orders still stand" as reports of an incoming aircraft approached 50, 30 and 10 miles out from Washington, DC and the Pentagon. Cheney and Bush did all they could to oppose a formal 9-11 investigation. When it became inevitable, they first tried to control it with the short-lived appointment of Henry Kissinger to head it.
