Back on May 30, 1919, British and American peace conferance delegates met in the Majestic Hotel in Paris. Their purpose was to form an "Institute of International Affairs", with one branch in the United States and one in England. Their meeting began as an outgrowth of a series of meetings held during World War I, in 1917, when Colonel Edward Mandell House of Austin, Texas, President Woodrow Wilson's personal adviser, gathered around one hundred prominent men to discuss the postwar world. They called themselves "the Inquiry"
Those attending the Paris peace conference were President Woodrow Wilson and his closest advisors, Colonel House, bankers Paul Warburg and Bernard Baruch, and nearly two dozen members of "the Inquiry". All these men that attended the peace conference accepted Wilson's plan and the formation of the League of Nations as called for in Colonel House's book Philip Dru: Administrator. Colonel House was a Fabian socialist with decidedly Marxist leanings. In his book, which was written in 1912, House described a "conspiracy" within the United States with the goals of establishing a central bank, a graduated income tax, and, the CONTROL of both political parties. Two years later, in 1913, the Federal Reserve Act and the graduated income tax became reality. In any event, the "conspirators" were not then able to push through the US Senate passage of the "League of Nations". At that time, the Americans did NOT want any kind of supranational organization that would take away their national "sovereignty". So, the "conspirators" decided that they must take a differant tack. They decided that they must form various "front organizations" that would then be able to ram through Congress the necessary legislation that would bring about their coveted "One World Government".
The English branch of the "Institute of Internationa Affairs" became known as the Royal Institute of International Affairs. The United States branch was incorporated on July 21, 1921, as the Council on Foreign Relations. Article II of the new CFR's bylaws stated that anyone revealing details of the meetings in violation of the rules could be dropped from membership. This makes the CFR a secret society.
The founding CFR president was millionaire John W. Davis - financier J.P. Morgan's personal attorney. The founding CFR Vice President Paul Cravath also represented J.P. Morgan properties. The CFR's first chairman of the board was Richard Leffingwell, one of J.P. Morgan's partners. Original funding for the CFR came from bankers and financiers such as J.P. Morgan, John D. Rockefeller, Bernard Baruch, Jacob Schiff, Otto Kahn, and Paul Warburg---all of whom became known as the "International Banking Cartel". Bear in mind, that the European branch of the IBC was already under the control of the Rothschild family interests. It is believed that the overall "conspiracy" to establish a "One World Government" is in fact under the control of the present owners of the Federal Reserve System, which in turn is primarily controlled by the Zionist Rothschild family interests.
It was in 1927 that the American Rockefeller Clan began its program of heavy financing of the CFR. Also important is the fact that from 1927 on--the year Rockefeller "moved in"--the names of Communist and liberals began to appear on the CFR membership list. Examples: Alger Hiss, Philip C. Jessup, Owen Lattimore, Leo Paslovsky, etc. Beginning in 1929, certain national associations of public officials and other organizations interested in government and public administration formed an organizational "front" that became known as "1313", which was headquartered in Chicago at 1313 East 60 th. Street. Rockefeller money built "1313" and Rockefeller money (a gift of land valued at eight million dollars)- made possible a permanent home for the United Nations. The CFR's headquarters is the Harold Pratt House, located in New York City.
After the Second World War, the "conspirators" then felt that they had sufficient control in our Congress to establish the United Nations. Many Americans are familiar with the fact that the "leading lights" of the United Nations organizational meeting at San Francisco in 1945 were the later to be jailed Alger Hiss, and Russian born Leo Paslovsky. Some Americans are also familiar with the fact that both of these men were important members of the Council on Foreign Relations. But, FEW Americans know that the American Delegation to that first organizational meeting where the United Nations was born, was overloaded with members of the Council on Foreign Relations. In fact, it was NOT an American Delegation except in name. It was a CFR Delegation which wrote the UN Charter, nursed it through to approval by other nation's delegates, and then hoodwinked our United States Senate into approving that United Nations Charter AS A TREATY and therefore, according to the CFR (but not in truth), superecedes our Federal Constitution as the "law of the land". Of approximately 200 Americans who represented the United States in some official capacity at the U.N. Conference, 43 of them were members of the Council on Foreign Relations.
Quite interestingly, the first order of business of the newly established United Nations, was the establishment of the Zionist controlled State of Israel! And, the "conspirators" were now "off and running"!
While all of this was going on, the CFR was busy consolidating its control of both of our major political parties, as well as, our Congress. The historical record speaks for itself. Through 1988, 14 secretaries of state, 14 treasury secretaries, 11 defense secretaries, and scores of other federal department heads have been CFR members. Nearly every CIA director since Allen Dulles has been a CFR member, including Richard Helms, William Colby, George H.W. Bush, william Webster, James Woolsey, John Deutsch, and William Casey. Henry Kissinger was a long time member of the CFR that was in part founded by Marxist Colonel Edward Mandell House. A former general in Communist Intelligence states that Henry A. Kissinger (Code Name: "Bor") was a Soviet agent before he went to Harvard University.
By the early 1980s, the CFR membership comprised approximately 4,000. They also created Committees on Foreign Relations composed of local leaders across the nation in 38 cities to expand its influence. The following cities (by 1962) had CFR controlled "fronts":

Francisco, CA; Seattle, WA; St. Louis, MO; St. Paul-Minneapolis, MN; Tuscon, AZ; Tulsa, OK; Wichita, KS; Worcester, Mass.
Whether a Bush or Kerry ticket takes the White House, the most important national policies will be decided at the CFR headquarters. Senator Kerry is a longtime CFR member, as are many of his chosen advisers, whom we could expect to take cabinet positions and top-level posts in a Kerry administration. He is also a veteran Bilderberg (another of the "fronts" for the IBC) attendee. Although Bush is not a CFR member, his father was a CFR director and a member of its sister organization the Trilateral Commission (another of the "fronts" for the IBC). More importantly, President Bush selected Dick Chaney (CFR member and former CFR officer) as his vice president and---like Democrat and Republican presidents going back to Franklin Roosevelt---surrounded himself with CFR Insiders (including Powell, Rice, Wolfowitz, Zoellick, Myers, Negroponte, Perle, Feith, et. al. And, although Bush is not a Bilderberg attendee, many of his advisers and appointees are: Donald Rumsfeld, Colin Powell, Richard Haas, John Bolton, Doug Feith, Henry Kissinger---to name a few.
