Republicans cry 'shame, shame, shame' on disputed vote

The House of Representatives erupted in acrimony Thursday night in the course of voting on an agricultural spending bill, after the Republicans moved to recommit the bill to committee in order to add an amendment prohibiting undocumented immigrants from benefiting from any of the funding in the bill.

The dispute arose when the Democrat presiding over the chamber gaveled the vote to a close, saying it had failed on a 214-214 tie, at the same time that the tally board showed it passing 215-213. As reported by the Associated Press and Politico, votes then continued shifting, which should not normally have occurred, moving the tally back to defeat the amendment.

After several minutes of general confusion, Majority Leader Steny Hoyer (D-MD) offered a motion to reconsider, which would have allowed members to recast their votes, leading the Republicans to cry, "shame, shame, shame." The Republicans then walked out in protest before voting on the full bill.

Republicans are now expressing general outrage at the vote. On Friday morning, Minority Whip Roy Blunt (R-MO) made a statement in the House, saying "What I heard this morning, I don't agree with it: the idea that we have massively violated the traditions of the House and the only penalty is we'll be more careful in future. ... A week of violations of the principles of the House culminated last night in such an excessive way that Republicans walked off the floor. And it was a deserved walkout. I'm ashamed of the House."
