Detailed facts of my torture by the Federal and or State and or
local governments. I am being tortured with sounds and other mode of
torture that come from the implants that were forcibly installed in me
against my will by the government by injecting the implants into my neck
and possibly other places after gassing me during my sleep to stop me
from protesting the injections.

The implants now used to torture me were installed in 1993 after
the DEA and local and State police framed me as being a drug dealer and
for other crimes. The injections and the resulting torture were to cover
up the details I had on the Bush families and the CIA's plans to fix the
presidential elections of the United States, I will mail you by
certified mail a copy of my lawsuit against George W. Bush for fixing
the presidential elections of the United States. The facts contained are
all undeniable and I briefed the FBI in great detail 8 years before the
elections took place. If any law enforcement has briefed you or has
supplied you with any information that I am anyone other then what I
claim to be then they are a liar and traitor. I am not a drug dealer and
I have never made speed and I have never killed anyone and every piece
of evidence that says otherwise was either taken from me under torture
or is created and made up evidence. I am not guilty of anything other
then refusing to work for the government killing children and others
that they were feeding to their corrupt judges and others for sex. I
also refused to help in the making, smuggling and selling of the drugs
and I refused to help in the framing of the political witnesses.

Today's date is 29 July 2004. The time is 9:18 AM. The government
continues its attacks against me and continues to torture me with the
injected implants in my neck and in my ears. The torture sessions blind
me and or give me double or triple vision. The torture sessions give me
horrible pains all over my body. The torture sessions wake me drugging
my sleep and deprive me of sleep. Last night I was allowed to sleep.

The torture of me deprives me off all the feelings in my hands, arms,
legs and feet by controlling the blood supply to these areas. This mode
of torture is only used for certain reasons like to force me into an
accident as I'm driving or to limit my ability to write on the computer
or to punish me when I say something that the government is trying to
cover up.

The government just brought up a pulse weapon to punish me for what I'm
writing and is now giving me horrible headaches and is paralyzing me to
where its almost impossible to write this letter.

While I'm driving I'm tortured if I say anything that the government
does not like and these torture sessions will force me into an accident
and the accident most likely will kill some innocent people. The
accident will happen in days or weeks or months. I have no control over
the governments torture of me as I drive. The government also tortures
me at work when I'm off camera and this violates all of OSHA's laws and
rules for a safe work place and has caused accidents and in time will
again cause more accidents.

The laws are a joke and police and federal agents can violate all laws
when they want as long as they are protected by a warrant by one of the
corrupt judges that they protect.

International treaties against torture are a joke as far as America is
concerned and the use of torture by the government in America is common
place. The courts are a joke and are only rubber stamps for the
government. No one can peacefully address their grievances and the only
way of addressing wrongs by the government is with violence. This is why
America is a violent society and this is what the government wants. In
my case I read the governments plans and how they would torture and
drive targets to commit crimes to justify their crimes and actions of
torture. In my case I will not fight back and I will only fight with the
pen.

The cowards at the Justice Department allow the use of torture against
American citizens and allow the laws to be broken under the cover of
law. This is similar to how the Nazi's took power in Germany and the
same thing is happening in America. The problem is not that the bad guys
are so powerful but that the good guys are cowards and unwilling to
fight for the rights of American citizens.

Not all of them are cowards but many are when it comes to addressing
corruption in the government. The government has taken the position that
its all right to torture people if you first frame them for some crime
or because you have placed them under investigation. This violates every
principle that America was founded on and makes America a country that
is lawless in the name of good and justice. What a joke the law has
become.


Submitted under torture and under sleep deprivation and under the threat
of death by the government. I demand that the government remove any and
all evidence against me and I demand that the government arrest me
anytime they find any evidence so I can prove how the government planted
all such evidence to frame me to cover up the fixing of the presidential
elections of the United States. The agents monitoring me are corrupt and
evil and are murderers and traitors to the American Constitution. All
evidence is planted and always was. All conversations were obtained
under torture and were given to prove how corrupt these Nazi's are.
Anyone requesting my support or testimony has my full support and I will
truthfully testify to any and all truthful facts that I have knowledge
of. I demand to be allowed to testify before the grand jury. Charles A.
