On 9/11, deep inside a White House bunker, Vice President Dick Cheney was
ordering U.S. fighter planes to shoot down any commercial airliner above
America. At that moment, CIA Director George Tenet was meeting with his
counterterrorism team in Langley, Va. Both leaders acted fast to prepare
their country for a new kind of war. But soon a debate would grow over the
goals of the war on terror, and the decision to go to war in Iraq.
After 9/11, Vice President Richard Cheney seized the initiative. He pushed
to expand executive power, transform America's intelligence agencies and
bring the war on terror to Iraq. But first he had to take on George Tenet's
CIA for control over intelligence.
The National DNA Data Bank Advisory Committee is mandated to report and
advise the Commissioner of the RCMP on all matters related to the effective
and efficient operation of the National DNA Data Bank and to assist in
preventing potential misuse of DNA information.
The Advisory Committee was established pursuant to the DNA Identification
Act, which was proclaimed into force on June 30, 2000, and the DNA
Identification Regulations. The setting up of such a Committee was
recommended by the Standing Senate Committee on Legal Constitutional Affairs
in its Sixteenth Report dated December 1998, wherein the need for an
independent advisory committee was deemed necessary to review and advise on
the implementation and ongoing administration of the National DNA Data Bank.
