RIGA, LATVIA - President Bush arrived in Latvia late Friday, opening a fast-paced, four-country journey to mark the 60th anniversary of the defeat of Nazi Germany.

From Latvia, he will tavel to the Netherlands, Russia and the former Soviet republic of Georgia. He will meet with the leaders of several countries and will hold roundtable discussions with a variety of officials and private citizens in each country. He departs for home Tuesday.

The trip will center on Monday's ceremonies in Moscow celebrating the end of World War II in Europe. Bush is expanding the scope of his visit to recall the period of five decades of totalitarianism imposed on Soviet republics after the war.

While Latvia's president will attend the Moscow ceremonies, the leaders of Lithuania and Estonia refused. Georgia said Friday its president would also boycott the celebrations.

Russian Foreign Minister Sergey Lavrov wrote U.S. Secretary of State Condoleezza Rice to protest at Bush's visits to Latvia and Georgia, officials acknowledged. Bush will meet today the leaders of Latvia, Lithuania and Estonia.
