Where do Chairman Mo's (Maurice Strong) bondholders in Nortel - a near-bankrupt, discredited "pump-and-dump" company under police investigation in Canada and U.S. - get $448 million in cash to buy PEC and a backdoor into U.S. Homeland Security?
26 April 2005: "CBC News TORONTO - Nortel Networks Corp. said Tuesday it's buying PEC Solutions, an information technology firm based in Virginia that serves the U.S. government. Nortel will pay $448 million US in cash......PEC is a 20-year-old firm that sells information technology to security, law enforcement, intelligence, defence and civilian agencies of the U.S. federal government. PEC's customers include the U.S. Secret Service, U.S. Coast Guard, Office of the Chief Information Officer for Homeland Security, the Federal Bureau of Investigation, and Immigration and Customs Enforcement."
2002-2004: "EDC support (and thus that of the Canadian taxpayer) is crucial to Nortel's ability to generate international sales. As one observer put it "Nortel Networks Corp. and Bombardier did not become multi-billion dollar global leaders just by making cutting edge products; they also helped many of their biggest customers to buy them using big loans from [Chairman Mo controlled] Export Development Canada." Almost half of EDC's $21 billion loan portfolio is to Nortel and Bombardier clients. EDC financing for Nortel sales is particularly important given the weak state of the telecom industry worldwide highlighted by the fact that Nortel's foreign buyers have not repaid $4.1 billion of its loans to them (Nortel lent this money between 1997 and 2000 to finance its sales). Cash-strapped foreign telecom companies are unlikely to buy Nortel products without EDC financing."

As [$200 billion pump-and-dump] companies such as Nortel encounter market adjustments [bubble pricked shares collapse], business units need to respond quickly and strategically to support long term corporate growth and short term results.
