Here's my opinion and I may be wrong, but I doubt it.

The men behind this simpleton president worked discretely in manners and ways, with sympathic allies in other agencies in our government, to point attention away from OBL and domestic terrorist threats, in the hope that if "something" happened on US soil it would provide them a way to drag the US into war in the mid east to begin their grand plan.
