It's true, Rumsfeld was quoting the most notorious satanist of all time. "Shock and Awe" refers to the panic, confusion and sheer horror at the moment satan's true face is revealed to a person. Might also be a great phrase to describe the moment the bombs start hitting the ground all around you.
