The following Question MUST be asked of Ms. Rice when she testifies
under oath to the Commission,
if you, and this nation, are to get to the Truth of Sept. 11:

"Ms. Rice. You've said on national television that "We" (you, the
Bush Administration,
the Federal Government) couldn't have imagined anyone would use planes
as weapons, YET your own
Administration was holding an emergency response exercise on precisely
that scenario -- of a plane
crashing into a tower -- that VERY morning of Sept. 11 -- at the
National Reconnaissance Office,
near Dulles Airport. And yet another emergency response exercise, by
NORAD, the same agency that
didn't scramble interceptors in time to prevent the attacks, was holding
its OWN emergency response
exercise on the morning of 9-11 on a multiple-hijack scenario. We know
this because the lead coordinator
of the attack-and-response scenario, pilots, and even General Arnold,
NORAD's No. 2 who finally ordered
the interceptors scrambled too late, were ALL participating IN the
'wargame' AS THE ATTACKS UNFOLDED
and have GONE ON RECORD that they were at first confused as to whether
emergency reports coming in
from Boston were part of the game, or 'for real'; and they wouldn't, and
couldn't, have been confused
UNLESS the wargame scenario ITSELF was either of, or had a major
component of, AIRLINER HIJACKINGS.

WASHINGTON, D.C. -- In what the government describes as a 'bizarre
coincidence', one U.S. intelligence agency
was planning an exercise last Sept. 11 in which an errant aircraft
crashed into one of its buildings. But the
cause wasn't terrorism -- it was to be a simulated accident.

Officials at the Chantilly, Va.-based National Reconnaissance Office had
scheduled an exercise that morning in which a small corporate jet
crashed into one of the four towers at the agency's headquarters
building after experiencing a mechanical failure.

The agency is about four miles from the runways of Washington Dulles
International Airport.

Agency chiefs came up with the scenario to test employees' ability to
respond to a disaster, said spokesman Art Haubold. To simulate the
damage from the plane, some stairwells and exits were closed off,
forcing employees
to find other ways to evacuate the building.

"It was just an incredible coincidence that this happened to involve an
aircraft crashing into our facility,"
Haubold said. "As soon as the real world events began, we canceled the
exercise."

Terrorism was to play no role in the exercise -- it was to be an erant
plane acciden -- which had been planned
for several months, he said.

Adding to the coincidence, American Airlines Flight 77 -- the Boeing 767
that was hijacked and crashed into the Pentagon -- took off from Dulles
at 8:10 a.m. on Sept. 11, 50 minutes before the NRO exercise was to
begin.
It struck the Pentagon around 9:40 a.m., killing 64 aboard the plane and
125 on the ground.

The National Reconnaissance Office operates many of the nation's spy
satellites. It draws its personnel from the military and the CIA.

After the Sept. 11 attacks, most of the 3,000 people who work at agency
headquarters were sent home, save for some essential personnel, Haubold
said.

An announcement for an upcoming homeland security conference in Chicago
first noted the exercise.

In a promotion for speaker John Fulton, a CIA officer assigned as chief
of NRO's strategic gaming division,
the announcement says, "On the morning of September 11th 2001, Mr.
Fulton and his team ... were running a
pre-planned simulation to explore the emergency response issues that
would be created if a plane were to strike
a building. Little did they know that the scenario would come true in a
dramatic way that day."

The conference is being run by the National Law Enforcement and Security

On Sept. 11, as Americans watched horror rain upon New York and
Washington, command teams at a little-known military outpost in Rome,
N.Y., worked feverishly to restore safe skies and rouse a slumbering
homeland defense. At the Northeast Air Defense Sector, radar operators
who constantly scan the continent's boundaries suddenly faced a threat
from within and a race they could not win. Four months after the
terrorist attacks, there are still untold stories. This is one. 6 A.M.:
WAR GAMES Lt. Col. Dawne Deskins figured it would be a long day.
Sept. 11 was Day II of "Vigilant Guardian," an exercise that would pose
an imaginary crisis to North American
Air Defense outposts nationwide. The simulation would run all week, and
Deskins, starting her 12-hour shift in
the Operations Center as the NORAD unit's airborne control and warning
officer, might find herself on the spot. Day I of the simulation had
moved slowly. She hoped the exercise gathered steam. It made a long day
go faster. 8:40 A.M.: REAL WORLD In the Ops Center, three rows of radar
scopes face a high wall of wide-screen monitors. Supervisors pace behind
technicians who peer at the instruments. Here it is always quiet, always
dark, except for the green radar glow. At 8:40, Deskins noticed senior
technician Jeremy Powell waving his hand. Boston Center was on the line,
he said. It had a hijacked airplane. "It must be part of the exercise,"
Deskins thought. At first, everybody did. Then Deskins saw the glowing
direct phone line to the Federal Aviation Administration. On the phone
she heard the voice of a military liaison for the FAA's Boston Center.
"I have a hijacked aircraft," he told her. American Airlines Flight 11,
headed to Los Angeles, had veered off course, apparently toward New
York. The liaison said to get "some F-16s or something" airborne.
Forty-one minutes earlier, Flight 11 had left Logan Airport with 81
passengers.

White House: Bush Was Warned of Hijack Threat

Lawmakers Seek Hijack Report Probe

WASHINGTON (May 16) - Top lawmakers on Thursday pushed for tough inquiries after the White House revealed President Bush was told a month before Sept. 11 that Osama bin Laden's terrorist network might hijack American airplanes.

''Was there a failure of intelligence?'' asked House Minority Leader Dick Gephardt, D-Mo. ''Did the right officials not act on the intelligence in the proper way? These are things we need to find out.''

Some law enforcement agencies were quietly put on alert last summer based on the information given to Bush during a regular intelligence briefing while he was on vacation at his Texas ranch the first week of August, said White House spokesman Ari Fleischer.

But the president and U.S. intelligence did not know that suicide hijackers were plotting to use planes as missiles, as they did against the World Trade Center and the Pentagon, Fleischer said.

Transportation Secretary Norman Y. Mineta was told of ''long-standing concerns about possible hijackings'' during his regular intelligence briefings before Sept. 11, but ''there was never a scenario put forward that was anything like the events of 9/11,'' said department spokesman Chet Lunner. ''There was no specific, credible warning to disseminate,'' Lunner said.
