I don't recall the references, but I got an email a few months ago saying
that Rumsfeld made this administrative change putting himself in charge of
intercept orders. Earlier this month, on PBS, Rumsfeld stated that since
the 9-11 planes were domestic civilian planes, he did not consider their
hijacking to be an act of war, but rather a police matter, which is why he
did not issue an intercept order. Of course, when it came to retaliation
against Afghanistan, the story changed.

In any case, this whole sequence raises my conspiracy hackles. It seems
plausible that Rumsfeld took control of intercepts so that he could prevent
any interference with the 9-11 attacks, and let them do their damage. I
believe that the attack on the Pentagon was a cover to divert suspicion from
the source of the attacks, which was the DoD itself- who would suspect that
they would crash into their own headquarters? Of course, the section that
took the hit was under construction anyway, so the damage was minimal.

I personally believe that the flight that went down in PA was meant for the
Capitol, and intended to put Congress out of commission. When this
attempted coup failed, the anthrax attacks were launched within a couple of
weeks, effectively making senators unavailable to their constituents for
months, and terrorizing the Democratic Senate majority leadership into
compliance.
