On Dec. 18, 2005, Representative John Conyers submitted a
bill, HRes 635, to the House. The bill calls for "Creating a
select committee to investigate the Administration's intent
to go to war before congressional authorization,
manipulation of pre-war intelligence, encouraging and
countenancing torture, retaliating against critics, and to
make recommendations regarding grounds for possible
impeachment."
Please contact your Representative and ask them to
co-sponsor this bill.
This could be the start of some real progress. The bill is
currently sitting in the House Rules Committee because a new
rule must be made to form the Select Committee. Expect the
Republicans on the committee to simply sit on this bill and
prevent a vote. It is important that we pressure the
committee members to pass the bill to the floor for a house
vote. The Rules committee members are below. If you see your
Congressperson in this list then please ask them to approve
H.Res.635.
Republicans: Chairman David Dreier (CA), Lincoln Diaz-Balart
(FL), Doc Hastings (WA), Pete Sessions (TX), Adam Putnam,
(FL), Shelley Moore Capito (WV), Tom Cole (OK), Rob Bishop
(UT) Phil Gingrey (GA)
Democrats: Louise Mcintosh Slaughter (NY) - Ranking Minority
Member, Alcee Hastings (FL), Doris O. Matsui (CA), James P.
Mcgovern (MA)
2/9/06 - I spoke with a very nice staff person in the Rules
Committee office. She said the bill was not scheduled for a
vote. That would require action by the "leadership", which
is the new House Majority Leader John Boehner, Chairman
Dreier, the Majority Whip Roy Blunt and others. The Rules
committee was waiting to see what legislation the new
Majority Leader was going to push. If the bill sits idle for
over a working month then it will probably not be voted on.
In that case the only way to get it to the floor is to have
a discharge petition signed by 218 Representatives
(majority+1). I then spoke to a nice man in John Boehner's
office. He said the Majority leader doesn't normally promote
individual bills. I encouraged him to ask Mr. Boehner to ask
for a vote on HRes 635 in the Rules Committee in the new
spirit of reform.
