Calls 9/11 world's biggest conspiracy - Says it may not be bin Laden

02/10/05 "Toronto Star" MONTREALA Moroccan-born Montrealer detained for
nearly two years on suspicion of being a terrorist testified for the first
time yesterday, suggesting ultra-conservative Americans may have been
responsible for the Sept. 11, 2001 attacks on the United States.

"I'm not an expert but from what I read, some guy living in a cave doesn't
have the means to plan an attack against the most powerful nation in the
world," Adil Charkaoui said when Federal Court Justice Simon Nol asked who
was responsible for the attacks.

"It could've been (Osama) bin Laden," Charkaoui said. "But maybe it was
done by ultra-conservatives in the United States for economic gain.

"It was the world's biggest conspiracy."

Charkaoui denied at his bail hearing that he was a terrorist and vowed to
abide by any conditions imposed by the judge.

"It's not in my interest not to respect the conditions of release," the
clean-cut 31-year-old said during his four-hour testimony. "I will respect
them, no matter what they are."

Nol has refused bail three times for the father of two, but yesterday said
perhaps this time he could release him if he decides the danger Charkaoui
poses has neutralized with time.

Many household names, including filmmaker Denys Arcand, have posted about
$50,000 bail for Charkaoui, who is being held under a controversial
provision of the Immigration Act known as a security certificate.

Most of the evidence against him is seen only by the government and the
judge.

The judge doesn't have to determine whether Charkaoui is indeed a
terrorist, just whether the two ministers who signed the certificate had
reasonable cause to do so.

If Nol decides they did, Charkaoui faces deportation to Morocco, where the
federal government has already said he faces possible torture.

There is no chance for an appeal.
