PARIS (AP) - France should pay remaining compensation requests worth $154 million to families of Jews looted during the Nazi occupation of World War II, a government panel said Monday.
The recommendation by the Commission for the Indemnity of Victims of Despoliation was not binding and goes to the government for a final review.

A French government report in 2000 found Jews were looted of a total of $1.5 billion in money and possessions during the occupation. Compensation has already been paid on about 90 percent of that amount.

The commission was charged with deciding who should receive the remaining portion.

It said it had recommended that 9,717 of nearly 16,000 requests for compensation be honored.

It said the French government should pay $138 million of the total sum, while the rest is the responsibility of banks that held cash and other financial holdings of looted Jews.

The recommendation, delivered to Prime Minister Jean-Pierre Raffarin on Monday, wraps up the compensation commission's work on the question of Jews looted under anti-Semitic laws during the war.

In 2000, the Matteoli commission, also set up by the government, outlined the collaborationist Vichy regime's systematic looting of Jewish property during World War II - from bank accounts and insurance policies to artworks and other valuables. That commission, headed by former French resistance fighter Jean Matteoli, was France's answer to charges that the nation had been unwilling to face its own role in the Holocaust.
