Time and time again when I've tested the system for cooperation/integration/cohesion when dealing with big govt./business my readings have always come back positive (up to the state level). It's common knowledge that there is a high degree of unity of purpose between city governments and there major employers. It's a conflict of interest where the rights and freedoms of the individual are concerned and acts to further indenture the wage slaves and slice the cake the way the little dictators want it.
