Russia and Europe Share Space Knowledge through Telecommunication Harmonisation
A NEW Information and Training Centre, developed by DERA, THALES and IGG, will provide a key element in an international programme aimed at harmonising satellite telecommunication test and certification standards used in the European Union (EU) and Russia.
This will enable European companies to have access to the vast quantity of knowledge, experience and expertise within the Russian space community. With the harmonisation of specifications and test standards, EU companies can begin to procure satellite components, product development, and launch capabilities from the Russian agencies. Standardisation will also reduce the risk of technological failure of space missions as all parties will be using the same specifications and test standards.
The combined capabilities of the EU and Russian space facilities will then be able to compete competitively in the world market to support the rapid growth in customer demand for efficient reliable satellite services.
The project, which is funded by the EU via the TACIS programme, is a fine example of industrial co-operation involving Russian, British and French partners.
The Information and Training Centre, which will be used by the Russian Aviation and Space Agency (Rosaviakosmos), was officially opened in Moscow by Chris Patten, EU Commissioner for External Relations, Alexander Dondukov, Minister for Industry Science and Technology, and Georgiy Polischuk, Deputy Director Rosaviakosmos , on Friday 19th January.
The Centre has been equipped with state-of-art interactive training equipment as well as an up-to-date library and databases. The first training programmes will focus on introducing aerospace engineers to new standards for space components. These standards represent the first step towards joint production of space satellite components.
Two UK organisations, combined with the French company, have developed these standards with their Russian colleagues and formed a dynamic project team:
DERA is one of Europe’s largest single research organisations. Among its 12,000 staff, DERA employs many leading scientists and internationally acclaimed experts. It offers a unique range of services, from the highest level of operational studies and analysis, through the various categories of basic and applied research, to consultancy advice on the procurement process and the test and evaluation of specific equipment in both the development phase and during actual operations.
Taking the lead in this project, DERA offers expertise in Electro-magnetic compatibility (EMC) and electronic, Electro-mechanical and electrical (EEE) space devices. In addition, DERA offers project management and inter company relationships expertise. It will also support the establishment of an EMC test centre for space applications in Krasnoyarsk Region, Siberia.
THALES ENGINEERING & CONSULTING, France, with a work force of 550 and a turnover of 90 million Euros, of which 35% is export, provided the interface between the partners and the European Union and also the on-site project management at the two sites involved, Moscow and Krasnoyarsk (Siberia). Its expertise in the management of this type of complex international project made a major contribution to the success of this ambitious undertaking.
IGG, UK, experts in electronic components used in Space applications, provide parts engineering and procurement management services to customers around the world. IGG jointly formulated the new component standards, designed the ITC in Moscow and produced a suite of instructor led Computer Based Training (CBT) modules and student self paced examination modules for use in the Centre.
