Impossible.
You can only impeach public officers.
So far as I knw, there is no public or even "Union" or USA OFFICE (Trust,
as distinguished from Facility) created by law or Constitution.
There is a sort of "paper trail".
Start with "articles of incorporation" or Constitution.
The creators of the corporate entity, if any, create an Office of
trustee, director, or legislator and vest in the office LIMITED POWER OF
ATTORNEY.
The trustee, director, or legislator hires a lawyer and draws up
contracts called "laws".
From the Constitution, move to the United States Code, 50 Titles.
Title 1 USC §204 refers to a "citation of positive law" in the text as
Evidence of Positive Law, meaning an enforceable contract.
There is no citaztion of positive law in the text of any Code.
As for Title 26 the Internal Revenue Code, there isn't even a citation in
a footnote!
Now see Title 2 "THE CONGRESS" and Title 3 "THE PRESIDENT".
NO OFFICE is created by law.
No provision for IMPEACHMENT.
No provision for a Seal with which to authenticate official documents.
Now see Title 18 USC the federal CRIMINAL CODE section 912:
