St. JohnINTERNATIONAL COURT OF JUSTICETue Jan 13 01:34:03 2004162.84.200.170The recent revelations of Paul O'Neil (CBS 60 Minutes 11 January 2004) about President Bush's unhinged designs on Iraq as early as his first National Security Council meeting convened 10 days after his inauguration in January 2001, together with the also recent Carnegie report and Scott Ritter's exposure of the MI6 Rockingham cell and Operation Mass Appeal relative to the putative existence of weapons of mass destruction in Iraq, all clearly raise questions of international law and the likely existence of facts which, if established, would constitute a breach of an international obligation. Therefore, under the provisions of Chapter XIV of the Charter of the United Nations, this complex matter may very well fall under the purview of the International Court of Justice, which would be entirely consistent with our United Nations treaty obligation and the Constitution of the United States, Article VI, which states that "all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land." Were I President of the United States, besides striving always to preserve, protect and defend our Constitution, I would also want to give proper and fitting recognition to Mr. O'Neill and Mr. Ritter for what is in effect their efforts to reinvigorate our national committment to the promising New World Order which our nation helped establish in San Francisco in 1945.
