Subject: No one seems to care that my car was again stolen

I hope this reaches you before Monday morning. My car was stolen in broad daylight four days ago and again no police agency is prepared to do anything "extra" to get it back. I am confronting unreasonable resistance to the thought that this incident is connected to a long litany of improvable events that for more than four years I have been claiming have been harassment by persons collecting government paychecks.

Yes Joe, again I have reason to believe that elements of local law enforcement and/or the military play a role in illegal harassment of U.S. citizens. In his time General Singlaub represented the center of such an organization. Can I help you to understand that this is the group which is integral to the greater amounts of narcotics flowing into Arizona.

I am displeased with everyone in your department that I have spoken with. All that is necessary for my car to be returned is that the Sheriff takes a special interest in having it returned. If I am correct (as I know that I am) those corrupt or unaware agents who have my car will panic (rightly) that alert agents working with them might bust them in the act.

SO, PLEASE RATTLE THE LAW ENFORCEMENT CAGE AS YOU HAVE MAGNIFICENTLY DONE IN THE PAST. WHAT CAN IT HURT IF I AM WRONG ONCE!!

I know that there are some in your department who would like to use this incident as an excuse to break off communication regarding the connections of the Ochoa drug family with the Madison Ochoa jail break and --- YOU KNOW WHO --- TED SHACKLEY.

Incidently, Chief Locket tells me that he now knows of "the family relation in the Ochoa jail break" but that it is "so sensitive that he can not indicate what it is". If it was not for me no one in law enforcement would have even investigated this crucial aspect. My point is rather simple. I can connect essentially all the large narcotics events in Arizona to Shackley and his crowd and we are talking about generals and admirals. I believe that there may be an element involved with the theft of my car which is "life threatening". Extreme caution should be used when approaching the car. I would like to be present when the crime scene investigators go into the car when they first get it back. They should have a geiger counter. Last time the car was returned it was rigged for the drive train to fall off in operation.

That is all the bad news Joe. The good news is much better. I have trouble believing that you cleaned up the street walkers from Van Buren. I just assumed that nothing could be done about the problem since nothing ever was done. I thought that feat would be like holding back the ocean. I thought you were leading allot of green recruits into too tough territory. WELL YOU KNEW BETTER THAN I. Letting those girls walk those streets was doing them no favor. Thank you for closing so visible a wound in our moral fabric.

My last point is that our state's largest and most profitable industry is also suceptable to being swept away with unrealized ease. If you allow me to through the spotlight, for your best people, upon Ted Shackley, at some point their perception of the narcotics trade here will jell like it jelled for Johnny Johnson, Bo Gritz and myself.
