All the Partial Birth Abortion Bill manages to outlaw is a practice that is already illegal. The bill simply narrowly defines "partial birth abortion" as an abortion that takes place when the whole head of the baby, up to the neck, is outside the mother.

So, as long as any part of the head is still within the mother the baby may be killed and the act cannot be considered an illegal "partial birth abortion" as defined by congress.

In addition, the bill makes even a whole head or more abortion legal if the health of the mother is at risk. NEWS FLASH... Every woman who has ever given birth in the entire history of the earth was in jeopardy of health risks. That's just the nature of the beast. However, with modern medicine, there is not one single danger or complication associated with childbirth that cannot be managed or corrected in some way so as to preserve the health of the mother.

In any event, think about it. Whether the baby is alive or dead after it's born, it still must be born either way. That's the insanity of the whole thing. Live or dead what's the difference in terms of the health of the mother? None! There is none!

This bill is nothing but an incredible con job that does nothing to ban partial birth abortion; but infact makes it all legal under the new definition.
