Mr. President, Mr. Vice President, Governor Bush and others:
Now that President Bush has accepted full responsibility for the
failure of the Federal Government response to Hurricane Katrina
let me thank him as an American screaming at times for
implementation of changes which may save lives in the future.
PLEASE LOOK AT THE ENTIRE LEVEE AREA PERSONALLY ON A BOAT IF
NECESSARY AND MEASURE THE SUPPORT AND BACKING MATERIALS. When
you wash your dog in a wading pool fill it and drop a horse on
it upside down... same principle applies to the levee area IMHO.
Flimsy walls will rupture while other damaged areas of the
wading pool are injured but stay upright.
As a FINAL WARNING let me state that before this emergency there
was no personal knowledge or even caring to look at the LEVEE
structure around New Orleans which, thanks to ABC NEWS has been
shown to be mere INTERSTATE TEMPORARY LANE SEPARATION we see
here in Florida on our Interstate system. At first, my thoughts
were that the LEVEE would resemble the 'Great Wall of China' or
the HOOVER DAM upper structure where a full size LEVEE utilizing
poured CONCRETE AND STEEL POURED resembling a dam outer wall.
ABC NEWS footage showed little more than a thin steel and
concrete vertical barricade made like normal walls around our
sub-divisions seen by many Real Estate professionals in Florida
and across the Nation. Such WALLS, if properly sealed can indeed
keep out the splashes from roadways as cars drive in flooded
streets or keep out the sprinkler wash from our yards. A simple
driver losing control of a 5,000 pound vehicle normally plows
through the fence or wall area and sometimes winds up in a pool
or inside a home before stopping. Right now all levee surface
area looks vulnerable to damage from a number of sources and in
fact the pressure and damage failures which will appear in the
future could be hidden without full XRAY of the entire sections
which would take time and tons of film. A solution is perhaps at
hand which must be considered by the OTHER experts like
engineers and specialists OUTSIDE THE ARMY CORPS OF ENGINEERS
who reportedly put up and maintain this flimsy structure to
date.
My FINAL WARNING AND SOLUTION is as follows:
The CNN/ABC news showed repairs to a levee section spanning
perhaps 200 feet and the repair segment was wide enough for
massive trucks to take debris and bulldoze it into a sound
structure of concrete, rocks and steel and when deep enough and
wide enough the leak stopped. Other areasa of the LEVEE look
like a 2 foot thick seawall behind some beach areas with NO SAND
OR DIRT SUPPORT toward the populated areas.
ANY OBVIOUS SOLUTION would be to keep that support method going
FULL LENGHT INSIDE THE EXISTING LEVEE AREA then pouring steel
supported concrete down between the new GREAT WALL TOP TO THE
OLD LEVEE now that the steel and concrete are going to be in
large supply due to damage. Such consideration by Engineers and
SPECIALISTS from Universities and Private Sector may immediately
strengthen a weakened LEVEE area before more failures occur
which are anticipated and predictable.
What was visible on ABC and CNN coverage plus increasingly shown
by a brave NEWS HELICOPTER CREW filming from the start, remained
the true nature of the LEVEE WALL FORMED TO BE PRETTY AND
INNEFECTIVE holding back perhaps five feet of water like a
wading pool for a child holds water when filled with a hose at a
residence. The FIRE FIGHTING WATER BUCKET from a helicopter
dropped on that wading pool in a back yard would cause immediate
failure of the wading pool walls like the present LEVEE idea
illustrated with the entire GULF pushing inward on a wall of
water 20 feet high.
I was on a destroyer in the Med when a freak wave and rocking
took off ALL STEEL RADIO RECEPTION ANTENNAE on both Port and
Starboard sides of the carrier while they were lowered to
CATAPULT OR CAPTURE ON DECK ONE AIRCRAFT FOR MAIL. The destroyer
radio crews re-transmitted the entire NSS broadcast to the
carrier saving embarassment and new radio ANTENNAE were
delivered in SPAIN to the Carrier. [1960's verifiable story]
Water force is already a known factor after the TSUNAMI films
were shown. The downward pressure from a high wall is crushing
as divers on honeymoon were pushed to the bottom as the wave
went overhead yet survived.
CONSTRUCTION MATERIAL IS THERE WAITING TO BE BROUGHT DOWN AND
REMOVED. DIRT OR FILL SAND can be brought in if necessary for
building a NEW INTERIOR LEVEE behind the existing structure.
When you have MILLIONS OF TONS of concrete getting ready to be
jack-hammered or 'pulled down' with familiar destruction methods
for removal to dumps or shipping out to sea for reefs I would
suggest making a fully functional WALL OF CHINA like
configuration where trucks can drive the entire LEVEE AREA and
concrete can be poured FULL THICKNESS AND DEPTH LIKE A DAM WALL
from the NEW supported 20 foot wide area to the present levee.
Here in Florida we place STEEL PILING MATERIALS INTERLOCKING
INTO THE WATER AREA THEN POUR CONCRETE BETWEEN THE LAND AND
STEEL PILINGS and we get a sound structure able to withstand
water and waves. The single 2 foot wide structure 8 feet tall
observed at beaches separates one Hotel property line from
another and juts out into the water for a short distance. Every
major storm trashes these structures when there is insufficient
support on the INSIDE.
Any Tsunami level 20 foot high wave would go 10 feet OVER the
existing NEW LEVEE but the force would be minimal to a DAM type
structure and remain entact and NOW IS THE TIME TO REVIEW AND
CORRECT THE MISTAKES before New Orleans is HIT AGAIN.
The MAYDAY FINAL WARNING MESSAGE applies to ALL MILITARY BASES
AND SHORELINES IN CONUS AND ALL ISLANDS as a Tsunami may be
generated in the future or a CAT 4 or CAT 5 push water into any
area of the UNITED STATES OF AMERICA.
