
In recent years, militaries around the world have faced questions in their
ever-changing military role. As we move into a new age in military
tactics, countries are encountering situations where the enemy is no
longer clearly visible. In June of 1993, Pakistani troops on a U.N.
peacekeeping mission in Mogadishu, Somalia, faced with a mob of angry
women and children hurling rocks at them, opened fire and killed 20
unarmed civilians. Even in our own country, the 1993 standoff between the
Branch Davidians and the FBI still sends chills down our spines. Could the
tragic endings of these two events been prevented, using some non-lethal
weapon?
