The "Strategy" and "non-lethal weapons"

Note: The below linked article is entitled "DoE Seeks Star Trek Phasers For A-Plants". If you have not read the Department of Defense's new "Strategy for Homeland Defense and Civil Support" ( http://www.defenselink.mil/news/Jun2005/d20050630homeland.pdf)  you will find on page 37, a discussion of new sought-after technologies. One of these technologies, lumped under "non-lethal technologies", is proposed as "an effective alternative to deadly force." These weapons, or "counter-personnel technology" will be able to temporarity incapacitate "individuals and groups". Further, "The Department will expand basic research into the physiological effects of non-lethal weapons. The Department will also identify opportunities to share appropriate non-lethal technologies with domestic law enforcement, consistent with applicable law."

As stated in the following article and according to the Department of Energy, "... the technology is capable of rapidly heating human skin to a pain level that has been demonstrated as "very effective at repelling people" without apparently burning the skin or causing other secondary effects."

I have to ask just who they anticipate needing to use these weapons on? Do you think that Islamic terrorists are going to gather en masse somewhere within the U.S. to carry out their here-to-now covert operations so that the Department of Defense feels the need for non-lethal weapons? It's very troubling, but so is the whole "Strategy" document.
