Federal Program Works To Keep City Safe From Gangs

CHARLOTTE, N.C. -- The city of Charlotte is one of the few cities taking part
in a federal program called Operation Community Shield. It's focused on
getting violent gang members off the streets.
Operation Community Shield is an organized law enforcement effort by
Immigration Customs Enforcement, Charlotte-Mecklenburg Police Department, the
FBI and the Bureau of Alcohol Tobacco and Firearms.
The program started less than three months ago and already it is so
successful, organizers are expanding it.
Edgar Turcios-Giron -- a suspected member of the MS-13 gang -- was in federal
court Thursday morning. He's already been deported once and if the immigration
customs enforcement group has its way, he'll be leaving again.
"If we encounter a gang member, odds are he's not going home that night," said
ICE Agent Jeff Jordan.
Jordan said the 3-month-old program is making a huge dent in Charlotte gang
problems.
"Gang related violence is down dramatically," Jordan said.
Jordan said Operation Community Shield is hitting known gang hangouts.

Jordan said between the four agencies, they have the authority to take gang
suspects off the street before they commit a more serious crime.
"Say we encounter a gang member who's a U.S. citizen, then ICE is out. But if
he has a gun, then ATF is there," said Jordan.
Jordan said in the past when police caught up with a gang suspect who wasn't
committing a crime at that moment, they couldn't make an arrest.
Now if the person is in the U.S. illegally, ICE can make the arrest.
Nearly a year ago, Charlotte-Mecklenburg police started using a new tool to
track gang activity.
Officers mark maps in locations where they've identified at least one gang
member in the past three years.
Police use six symbols to track six different gangs.

Gang Intelligence Unit
In the summer of 2003, the Charlotte-Mecklenburg Police Department formed the
Gang Intelligence Unit to help address the issues associated with gang
activity in the community. The GIU is responsible for developing programs
related to gang prevention, intervention and education. The unit provides
training to CMPD officers and officers from surrounding departments, as well
as school administrators and teachers. The GIU also makes educational
presentations to civic groups and neighborhood associations.
The GIU helps to identify and investigate gang-related activities in the
community. This includes gathering intelligence and providing assistance to
other units in the CMPD that are investigating gang-related offenses. The GIU
also helps design programs that provide alternatives to gang membership or
assistance in getting out of a gang.
The following information is intended to help parents in identifying the early
warning signs of gang involvement, aid them in preventing their children from
getting involved with gangs, and provide assistance in helping their children
get out of gangs. It is not intended to label or target a particular child who
may exhibit some of the listed characteristics. This information is provided
by CMPD for informational and educational purposes only and is not intended as
conclusive proof of gang or criminal involvement.
