murders that occurred in the Northeastern United States. These two cases are:
1.) The murder of Detective Sgt. James Allen, at the Providence, RI Police Department headquarters on Sunday, April 17, 2005; allegedly committed by Esteban Carpio.
2.) The murder of Nickoletta Staszewski, on Thursday, April 21, 2005; allegedly committed by her son, Richard Staszewski. This murder occurred in Brentwood, NH.

IS THERE A CONNECTION BETWEEN THE INFORMATION THAT CHARLES A. SCHLUND, III SUPPLIED TO THE FBI IN THE EARLY 1990s AND THESE TWO MURDERS [ALONG WITH *MANY* OTHER MURDERS]?

I KNOW Charles Schlund [SSN: 527-78-1917]. I have been in contact with him since July of 1999. I
visited him in January and February of 2003; [I was a guest in his home in Glendale, AZ for approximately 3 weeks]. Mr. Schlund has given me a great deal of the information that he gave to
the FBI.
In addition to this, I have a copy of his sworn affidavit, from his lawsuit:

I KNOW ABOUT THE ELECTRONIC IMPLANTS THAT ARE INJECTED INTO PEOPLE TO *TORTURE* AND *CONTROL* THEM.
Some quotations from the affidavit of Charles A. Schlund, III:
"I also briefed the FBI on the new electronic implants that the CIA had designed and were being mass produced by the NSA. These implants could be used to fix ball games, horse races and dog races or to fix elections. The were being injected into large numbers of people in investigations and used to control targeted people..."

"The following is a short list of the kind of papers, files and documents contained in the
paperwork we read through. 36. The designing, testing and use of new kinds of surveillance intrusion and monitoring, torture, and control devices."

"Next, I'm going to try to explain to the court what I remember from the experiments on the
designing, testing and use of these devices against the American People and others. While I was
reading these papers one of the most interesting things in these files and papers were the files
on the experimentation of these and many other kinds of monitoring and torture devices. These
government documents that I was reading referred to the use of some kinds of these devices and or
implants as a form of mind control. After Jose Delgado and many of the others had mapped out
the control points in the brain and what stimuli was needed to control these areas of the brain,
it then became the responsibility of the engineers designing the devices to incorporate these
electronic control mechanisms into the monitoring devices. Many new technologies had to be
engineered and designed and tested to achieve their goals. These files detailed the funneling of
many billions of dollars out of the government in the engineering, designing and testing of these
new kinds of electronic devices. This money was directly funneled out of the government in covert
operations with few of the people involved in the actual funding or experiments even knowing what
the end product would be."
"As technology progressed and miniaturization became more possible, many new kinds of devices
were designed for the monitoring of the general public and others around the world. In the early
1970's the designing of the devices that would be widely used against the American people was to
a point where it was for sure that these devices would work and could be used. I am uncertain of
the year but I believe we are now talking about 1973 and the devices are ready for the first mass
experiments on the American People."
"In these new devices had been incorporated a wide variety of control and torture modes to torture and control political dissidents, political prisoners and others inside the United States
and around the world."
"Next, they learned that if you tortured someone long enough and kept them exposed to the
magnetic fields from the devices long enough they would, in many of the cases, develop Lymphatic
cancer. I am now diabetic and the diabetes is getting worse with the torture and my diabetes was
caused from depriving me of thousands of nights' of sleep over the years from the DEA torturing
me and from the constant exposure to the devices. I most likely will develop Lymphatic cancer in
time, which will cause my death. The court should understand that I did tell the FBI while I was
working with them the name of a person that would develop Lymphatic cancer from the devices that
was in the files I read. Years later this person did develop Lymphatic cancer and died from the
cancer. This person's name would be a national security issue if released in this letter or if it
ever became public. I also gave the FBI the names of others that had died from the effects of the
devices, like Fan McKelvey, who was a person who covertly worked for them."

torture devices for the removal of political witnesses and political prisoners of the United
States."

Charles Schlund has explained to me in detail how these implants can be used to TORTURE people in order to FORCE THEM TO COMMIT CRIMES, including MURDER.
I have been researching this matter for more than five years; based upon my research [and also based upon the information that was supplied to me by Charles A. Schlund, III], I believe that
both Esteban Carpio and Richard Staszewski were TORTURED into committing murder through the use of the implants that Mr. Schlund described. I DEMAND that the FBI investigate these two cases to determine conclusively whether Mr. Carpio and/or Mr. Staszewski were implanted. The use of these implants poses a tremendous threat to public safety, and I demand that the use of these implants be BANNED.

On Friday, April 22, 2005, at approximately 11:30am I went to the Providence, RI FBI office
[located at 10 Dorrance St.] and asked to speak to an FBI agent about the possible connection
between the information provided to the FBI by Mr. Schlund [about the use of implants to CAUSE
crime] and the murder of Detective Sgt. James Allen in Providence on 4/17/05.
An FBI agent [who REFUSED to identify himself] very rudely ordered me to leave the FBI office and THREATENED ME WITH ARREST if I did not leave the office immediately. I will NOT be intimidated, I shall continue to pursue this matter. Both Mr. Schlund and I are aware that THOUSANDS of serious crimes [including murders, assaults, arsons, and sexual assaults] are caused by the use of these so-called "monitoring devices", every year. The FBI needs to put an end to this intolerable situation. Until the FBI acts, I SHALL NOT REMAIN SILENT.
