Hawks' CAFE is asking the Conservative Party of Canada to research the
possibility that NORAD's war game plans were leaked by some of Canada's privy
councilors, including Frank McKenna (now ambassador to U.S.) or Donald
Macdonald (former defence minister), thereby allowing co-investors in CAI
hedge fund to profit from a 9/11-induced panic of the U.S. stock markets.
McKenna's fellow privy councilor, Maurice Strong, has talked of destroying
America by using mercenaries to panic its stock markets and takeover its
public corporations. If they shared Strong's ambitions, McKenna's hedge-fund
insiders may have disrupted NORAD's joint chain of command and delayed
intercepting the hijackers to ensure the stock market panic of 9/11.

With joint authority over NORAD, McKenna's privy councilors would have to
agree any change in rules of interception of hijackings such as the simulated
al-Qaeda attacks in the NORAD war games of 1-2 June 2001 and 9/11/01.

Frank McKenna seems to share information on NORAD intercept strategies with
his CAI hedge-fund friends but not with all of his privy council colleagues.
On February 22nd, 2005, the Canadian Prime Minister and Canadian privy
councilor, Paul Martin, announced Canada would not participate in the U.S.
missile defence program. Hours before, the next ambassador to the U.S., Frank
McKenna, had said that Canada is already in the program, "we've given in large
measure what the Americans want, which is the ability to use NORAD and their
intercept information in order to be able to target weaponry".

positions through the Alliance Capital Management subsidiary of AXA Financial
in "bubble" shares of Enron, WorldCom, Dynergy, Qwest and Tyco.

contracts through AXA's Equitable Life subsidiary, payable on the certified
