SPY AGENCIES "DEAD WRONG"

US intelligence on Iraq was "dead wrong," and spy agencies still know disturbingly little about nuclear programs in countries like Iran and North Korea, according to a blunt report by a US presidential commission.

The report, based on more than a year of investigations, offered a damning assessment of the intelligence that President George W Bush used to launch the Iraq war two years ago and warned that flaws are "still all too common" throughout spy agencies.

"We conclude that the intelligence community was dead wrong in almost all of its pre-war judgments about Iraq's weapons of mass destruction," the commissioners wrote.

The bi-partisan commission on intelligence and weapons of mass destruction also said traditional techniques were of little use in tracking biological arms and so the agencies had focused on other priorities.

"This is unacceptable," the panel said in its final report to the White House.

"The Intelligence Community, and the government as a whole, needs to approach the problem with a new urgency and new strategies."

The report raised the alarm about potential biological warfare such as the 2001 anthrax attacks that killed five people, crippled mail service in several US cities and triggered more than a billion dollars in decontamination costs.

"The threat is deeply troubling today; it will be more so tomorrow, when genetic modification techniques will allow the creation of even worse biological weapons," the report said.

The commission called for a broad overhaul in the intelligence community to increase sharing among 15 agencies and to foster dissenting views.

President Bush agreed fundamental change is needed and vowed to "correct what needs to be fixed."

He directed White House homeland security adviser Fran Townsend to lead a review of the findings over 90 days and oversee corrections.

"Our collection and analysis of intelligence will never be perfect, but in an age where our margin for error is getting smaller, in an age in which we are at war, the consequences of underestimating a threat could be tens of thousands of innocent lives," he said.
