On Tuesday, House Democratic Leader Nancy Pelosi and New York Rep. Louise Slaughter released a 50-page manifesto, titled, “Broken Promises: The Death of Deliberative Democracy.” The report details how, over the past two years, Republicans have eroded the democratic process by ignoring House rules and the basic standard of legislative fairness and regular order “with an impunity that is unprecedented in the history of the House of Representatives.”

The report shows Republicans strangle real debate with highly restrictive rules, use emergency and late-night meetings to discourage participation, and rush bills through the House before Congress members can read them. Instead, House Republicans use two out of the short, three-day legislative week to focus on fluffy suspension bills that “name post offices and congratulate sports teams.”
