You are absolutely CORRECT. There are U.S.Supreme Court decisions that state a person CANNOT be taxed simply for existing.
Title 26 covers the four categories of people who can be levied under authority of 301.6331 are federal employees, (elected or appointed officials of the United States, the District of Columbia, or any agency of instrumentality of either) or any a state employees who owe a federal tax, Seamen and noncompetent Indians. This is the extent of the regulation under income taxes of subtitle A or C. All authorities listed at the bottom of the regulation, are only Treasury Decisions, which have no force or effect of law on the general public.
