You might be able to fool some of the people, but you'll never fool your fellow analysts.

Just about everything you wrote can be refuted. One quick example is this:

This chapter may be cited as the “David L. Boren National Security Education Act of 1991”. 

And it's been funded and strengthened every few years since it's passage.

Beyond that, I'm not sure it's worth the effort to fully refute what you wrote because most people who read this forum are knowledgeable enough to spot disinfo when they see it.
